Indicators for sustainability public policy management for megacities: case study for Bogotá, Madrid, Mexico DF and Sao Paulo

The modifications that in the field of municipal administration have been occurring, because of the relatively new democracies settled within the government models of a quite high number of countries worldwide, are a phenomenon becoming interesting for the academic and institutional analysis. This new phenomenon, together with the urban centers’ need to improve life quality of their inhabitants as it was evident during the Earth Summit Rio 92, as well as the need to take up a strategic position in the relentless economic globalization game, are the main triggers for, nowadays, encouraging the administration of mega-cities to work towards achieving the utopian “Sustainable City”. The intention of this research was to generate, as a final product, a battery of indicators that would allow the local government and the civil society, to evaluate the level of public policies management regarding urban sustainability, implemented by the municipal administration. With this purpose, the megacities of Bogotá, Madrid, Mexico D.F., and Sao Paulo were proposed as study cases. It was necessary to make the most of the Post-normal Science as a general conceptual framework, bearing in mind the complexity of the urban systems, in order to make a situational analysis of different cities. Therefore, the methodological strategy chosen for this study was the comparative analysis not only at a regional level (north – south), but also at a local level (between the cities under study). The continued comparison of different dimensions from which the cities were studied, allowed obtaining an updated diagnosis about them. It also allowed carrying out inferences on the level of conceptual evolution of the public policies that on the environmental field have reached the selected megacities. These issues, supported on the exhaustive bibliographic revision and on the fieldwork carried out, led the researcher to propose from the social perception, a battery of indicators (INGEPSU) that may allow the community understanding and evaluating the level of management of the Public Policies of Urban Sustainability that its governors have reached in the local context. This study was developed in light of the neo-paradigms of globalization, sustainability and good government, having the Environmental Management as a referent.
